The race took place on the 4.3-kilometer (2.6-mile) Autodromo Hermanos Rodriguez circuit in Mexico City, consisting of 71 laps.
Norris, who started from pole position, crossed the finish line first with a time of 1 hour, 37 minutes, 58.574 seconds.
This win marked his sixth of the season, propelling him ahead of teammate Oscar Piastri to claim the lead in the championship standings.
